  1. I think many developers also keep them empty for the tax breaks. It’s the case here where a Singapore based developer built a mall in the centre of town (converted one street) filled it up in 6 months then when the leases were up raised the rents that high that many tenants left. Now he has about a quarter residency and gets tax breaks for loss of business.
